Tim Jackson

Originally a Royal Navy officer and then a financial advisor, my career in assessment and development started in 1990 working for a renowned global consultancy delivering assessment and development solutions.

During this time, I have worked within teams who developed exceptional solutions for a wide range of organisations, such as the UK Fire Service, Police and Ambulance Services, Skills for Care and the Civil Service along with a spread of companies in the private sector.

I’ve specialised in developing online assessment solutions to support sifting, recruitment and selection; the most well-known being an online suite of sifting tools called SIFT™ which is used extensively by the emergency services.

My experiences have shown that collaboration gets the best results and I have always wanted to work in an organisation where this was common practice. Eventually I realised the easiest way to achieve this goal was to create one and involve the wide range of businesses with whom I have been successfully collaborating with over the past ten years.

So, I co-founded The HR Solutions Hub, a community of people who have HR related businesses with the skills, knowledge and experience to share with others and allow us give trustworthy independent advice.

Dave Etheridge OBE, FIFireE, MIOSH

Over thirty-years’ experience in the public sector, spending the last twelve operating at a Strategic Leadership and Corporate Director Level as a Chief Fire Officer. I have a comprehensive track record in senior managerial positions setting visions and leading significant change programmes including leadership and development. Proven success of delivering innovative, efficient and effective services particularly through redesign and collaboration.

I was incredibly humbled and privileged to be made an Officer of the Most Excellent Order of the British Empire (OBE) by Her Majesty the Queen in the 2015 New Year Honours, for Services to the Fire and Rescue Service. Additionally for my international work, I received the National German Fire Service Medal in 2017 from the German Federal Government for International Relations.

The public and private sector is changing at a rapid pace. This requires support and assistance to ensure all organisations have the right people, with the right skills in the right place at the right time. People Strategies are key in this successful delivery and the great leaders of the future are often within.

I have a passion for turning the phrase ’people are our greatest asset’ into reality. I co-founded HR Solutions Hub to support organisations to go from strength to strength through delivering a costs effective way of selecting, assessing and training the mangers and leaders of the future

Fire and Rescue Advisors

Andy Fry OBE, FIFireE, CMIOSH, FCMI

Andy has accrued 30-years’ experience in the public sector, spending the last thirteen at corporate director and Chief Fire Officer/Chief Executive level in the fire and rescue and local government sectors. An outstanding track record in senior managerial roles, characterised by leading on the development and successful delivery of transformational organisational change programmes. Involvement in shaping national fire and rescue service policy in the UK as Vice-President of the Chief Fire Officers Association, and as the current Chief Fire and Rescue Advisor to the Welsh Government.

Made an Officer of the Most Excellent Order of the British Empire (OBE) by Her Majesty the Queen in the 2018 New Year Honours, for services to the fire and rescue service.

Andy fully recognises the need to have the right leaders in the emergency services so joined the HR Solutions Hub as an advisor to help shape the future in relation to selection and ongoing support through coaching and mentoring.

Paul Hancock OBE, QFSM, MBA, FIFireE

Paul enjoyed a 34-year career in the public sector – 16 years as a strategic manager and almost a decade as a Chief Fire Officer and Chief Executive - before taking up the reins as Chair of Active Cheshire – a multi-award-winning charity and lead body for physical activity and sport in Cheshire and Warrington.

Paul is an accomplished operational leader with a proven track record of creating successful organisations and high performing teams. He is recognised for building organisational cultures that are inclusive by design and is adept at leading people and communicating a compelling vision.
Paul has a wealth of experience in directing organisational transformation programmes and continuous improvement regimes. He is experienced at managing and commanding operational risk and critical incidents and is skilled at developing collaborative and trusted relationships with stakeholders and partners.

Paul has always been committed to his own development and continues to invest a significant amount of time to the coaching and mentoring of others. He firmly believes that it is the people that are key to an organisation’s improvement and success; accordingly, the importance of selecting and appointing the right people, and in developing and encouraging them to maximise their potential and contribution must be an organisational priority. We are therefore delighted that Paul has agreed to join us as an Adviser to the HR Solutions Hub.

Hannah Vallance C.Psychol.

I am a Chartered Occupational Psychologist who has experience of working in the RAF and the UKFRS and was involved in the design and delivery of their promotional assessment processes. In 2006 I left Strathclyde Fire and Rescue Service to set up VCA Ltd and since then have supported over 20 UK Fire & Rescue Services with assessment and development projects. These include assessment centre design and delivery, exercise assessing and marking, developmental feedback reporting and delivering training for assessor, interviewing and coaching skills.

The assessment solutions I design focus on providing organisations such as the fire service, with the most accurate and insightful assessment data in the most streamlined, cost-effective and efficient way possible. We make sure all our assessments are user-friendly, easy to relate to and make sense to candidates and that they are provided with feedback which they can use in a practical way to develop and progress.

At VCA we have developed unique on-line assessment solutions such as the FRS ‘Career Progression Gateway’ along with other online tools for volume recruitment and assessment.
I am delighted to be part of HR Solutions Hub where I can support the FRS and other organisations, identify and retain their talent and help their staff to achieve their full potential.

Geoff Howsego MSc LLB FCIPD FCMI

Geoff is an Organisational Change and HR professional with experience gained across 40 years of public and community facing service, driving improved performance, efficiency and collaboration. Starting as an Officer in the Royal Air Force Regiment, Geoff went on to work as a Director in Ambulance Services, Mental Health, the Civil Service and Fire and Rescue Services for over 20 years. Most recently was responsible for strategic change and working with local authorities in creating a new Combined Fire Authority.

With a combination of operational leadership experience in military operations and strategic people leadership within the public sector, Geoff brings innovative and pragmatic solutions to people performance and organisational improvement agendas. Appointed at the first Chair of the Sector Improvement and Assurance Committee of the National Fire Chiefs Council, he has provided the national leadership in delivering key areas of the Fire Reform Agenda. Helping to develop research and technology to advance the work of emergency services is his particular passion.

As an experienced practitioner in complex employee relations issues, Geoff’s knowledge of law and his ability to develop collaborative organisational cultures has supported the successful delivery of large-scale change in Ambulance, Fire and Civil Service organisations. Within the RAF, he was responsible for the Senior Arm of the RAFs Command School, providing the leadership and management development for its future leaders.

Now a Director of his own company, Geoff is motivated by a commitment to continue to help drive improvement and efficiency in public services through people. With a focus on customers and communities, he seeks to make life safer and improve the lives of those in most in need both through public funded services and a national charity for which he is a Trustee Director and Chair.

Police Service Advisors

Dee Colins QPM, CBE

Dee has thirty one years’ experience working within the law enforcement/criminal justice sector as a Police Officer including the last five years as the Chief Constable of West Yorkshire Police. Dee brings experience through understanding how to effectively deliver significant change programmes particularly focused on developing the workforce culture encouraging collegiate leadership and teamwork.

During her career Dee was the President of the British Association of Women in Policing between 2014 to 2019, and in 2013 received the Queens Police Medal (QPM) and the International Association of Women in Policing’s Award for mentoring. In 2018 Dee’s superb professionalism and outstanding contribution was formally recognised by Her Majesty the Queen in her birthday honours and was made a Commander of the British Empire (CBE) for services to policing.

At the start of 2019 I was selected to lead on the 2019 Police Strategic Command Course working with the College of Policing to develop the next generation of Chief Police Officers, Senior Police Staff and Strategic leaders within some partnerships. This experience has convinced me that all organisations can significantly benefit from workforce and leadership development through valuing people.

Mary Mescal C.Psychol.

Mary is a Business Psychologist currently working in an R&D role, helping organisations to apply innovative technology solutions to meet their assessment needs. Throughout her career she has worked in collaboration with multiple police and fire services in the UK to design and develop effective assessments used in recruitment. Mary has a particular interest in developing solutions that combine technology and best practice design principles to deliver robust, valid and fair results and has presented at several conferences on the topic.

Mary has also been part of multiple award-winning projects for the design and delivery of assessment solutions, including the Association of Business Psychology (ABP) Excellence in Assessment award in 2017 for her work on developing the SIFT™ for Firefighter recruitment support tool.

Mary has significant experience in designing a range of online assessments, including the creation of leading-edge multimedia assessments. She has worked with clients to design rigorous assessment solutions for a range of job levels, from entry level through to leadership roles, and is involved in the end to end design process, from job analysis to implementation and validation. Her design acumen, technological experience and training in psychology make her a perfect fit as an advisor to HR Solutions Hub.

Ali Shalfrooshan C.Psychol.

An award winning business psychologist with a passion for using psychology, technology and psychometric test design to help organisations and individuals thrive. He has a particular interest in designing innovative solutions, which combine technology and scientific rigour to help deliver a measurable business impact.

Ali has extensive experience in leading the design of technology enabled high volume recruitment solutions for a range of clients. He and his colleagues have won the ABP Excellence in Assessment award in 2017 with the Fire and Rescue Service and in 2018 with the Civil Service. Ali has designed a variety of solutions covering the entire end to end recruitment cycle, from attraction, sifting out to selecting in eg Multimedia assessments, Situational Judgement Tests, assessment apps, culture/motivation/behavioural fit measures, Virtual Assessment Centre Exercises, online interviewing tools to name a few. Ali specialises in designing high-volume assessment solutions and in 2017, he and his colleagues won the ABP Excellence in Assessment Award for a recruitment solution he led the design of. His experiences in assessment are extremely varied and has worked with a range of clients; some notable industries include retail, hospitality, FMCG, housing associations, finance and public sector.

Ali has designed a range of online questionnaires, workbooks and courses to help individuals meet their potential and enhance their employability skills, mindset, and motivation. He is fascinated by the topics of employee engagement and resilience, facilitating a range of workshops and interventions with employees to help improve organisational effectiveness. He is a member of the BPS (British Psychological Society) Youth Employability group and is keen to support the development of young people.
